Polytechnic principal lecturers get three-year ultimatum to obtain PhD

The National Board for Technical Education ((NBTE) has given principal lecturers in polytechnics three years to obtain doctorate degrees, in compliance with the newly approved scheme of service for polytechnics and similar tertiary institutions.

A circular addressed to Chairmen of Governing Councils, Rectors, Provosts, and heads of polytechnics and other Technical and Vocational Education and Training institutions, highlighted the changes.

The circular, signed by NBTE Executive Secretary, Prof. Idris Bugaje, explained:

“The Office of the Head of the Civil Service of the Federation has approved the Schemes of Service for Polytechnics and Similar Tertiary Institutions in Nigeria and was formally presented to stakeholders on Wednesday, 19th June 2024.”

Bugaje emphasised that Chief Lecturers without doctorate degrees can retain their ranks but are encouraged to pursue their Ph.Ds.

However, Principal Lecturers have a strict timeline of three years to complete their doctorates.

Additionally, the circular noted, “Three years’ moratorium is allowed for the acquisition of NSQ qualifications for Senior Lecturers and Principal Technologists.”

Addressing the issue of skipping in promotions, Bugaje stated that the NBTE had sought approval from the Office of the Head of Civil Service of the Federation.

“This can therefore be allowed for all cadres since there is litigation on the matter awaiting final resolution,” he added.

The circular also announced the discontinuation of the Instructor cadre.

Those currently in this category are to be transitioned laterally to the Lecturer/Technologist cadre and must meet the necessary qualifications for future promotions.

It further explained that the highest rank for Technologists would remain at the Technological Officer level, as the current cadre does not align with job specifications in polytechnics.

On the requirements for appointing Registrars and Bursars, Bugaje confirmed that the required years of experience would mirror those outlined for the Registrars’ cadre.

He assured stakeholders, “The Board shall make clarification on any grey area when the need arises.”

Bugaje urged strict adherence to the new schemes, stating, “It is my hope that you would ensure strict compliance and full implementation of the schemes of service.”
