PROMOTING INDIGENOUS ENGINEERING SOLUTIONS FOR ECONOMIC GROWTH: THE PROSPECTS, OPPORTUNITIES, CHALLENGES, AND THE WAY FORWARD BY HON, ENGR DR ADEREMI OSENI AT ANNUAL FOUNDER LECTURE OF NIGERIA SOCIETY OF ENGINEERS (NSE) IKEJA BRANCH ON 11TH NOVEMBER, 2023

1.0  It is an honour to stand before you today at this prestigious annual lecture organized by the Nigeria Society of Engineers, NSE, Ikeja Branch. The NSE has consistently demonstrated its commitment to engineering and national development, and this lecture is yet another example of their dedication to advancing the field.

Today, we gather here to discuss a topic of great significance: “Promoting Indigenous Engineering Solutions for Economic Growth: The Prospects, Opportunities, Challenges, and the Way Forward.” This theme encapsulates the urgent need for Nigeria to harness its own Engineering capabilities in order to address the vast infrastructure challenges facing our nation.

2.0 Our country is faced with myriads of engineering and infrastructure challenges that require innovative and sustainable solutions. These challenges include inadequate power supply, lack of access to clean water, substandard road networks, and limited technological advancements, among others. However, these challenges also present us with unique opportunities to offer indigenous solutions. Nigeria, with its vast resources and talented engineers, does not need to rely solely on imported technology and ideas. By harnessing our own talents, knowledge, and resources, we can create solutions that are not only more cost-effective but also more suited to our specific needs and also contribute to our economic growth.

3.0 Distinguished Ladies and gentlemen, it is important for you to know that advanced countries like the United States, the United Kingdom, and China have all prioritized the use of indigenous solutions. These countries have witnessed significant economic growth, job creation, and technological advancements as a result. Emulating their example will position Nigeria as a global leader in innovation and set us on the path to sustainable development.

  • For example, the United States has championed the development of renewable energy technologies, leading to a thriving industry that has created millions of jobs and reduced dependence on fossil fuels.
  • In the United Kingdom, investment in innovative construction techniques and materials has not only improved the efficiency of their infrastructure projects but has also revolutionized the industry itself. This has enabled the UK to build world-class structures and export its expertise globally.
  • China, with its massive investment in research and development, has become a global leader in technological advancements. They have developed indigenous solutions for transportation, energy, and telecommunications, among others thereby positioning themselves as a global powerhouse. In China, the construction of high-speed rail networks has revolutionized their transportation system and boosted economic growth. These success stories demonstrate that indigenous Engineering solutions have the power to transform nations and drive sustainable development.
  • Europe, as a whole, has fostered a culture of innovation and collaboration, leading to groundbreaking developments in various fields. From renewable energy to smart cities, European countries have demonstrated the immense potential of indigenous Engineering solutions for economic growth.

4.0 Distinguished Ladies and gentlemen, when we look around us, we can see countless examples of how Nigeria can provide indigenous solutions to Engineering and infrastructure challenges.  A historical example is the renowned Jakande Housing Estate in Lagos, which was built in the 1980s. This project showcased the utilization of indigenous resources, labour, and expertise, resulting in affordable and sustainable housing units and another practical example is the recent construction of the Oyingbo Bridge in Lagos, which was executed by Nigerian engineers(Step Development Limited). This project not only demonstrated the technical expertise of our Engineers but also served as a catalyst for economic growth, transforming the transportation landscape and boosting commerce in Lagos State.

There are several examples of successful indigenous engineering solutions in Nigeria beyond civil and construction infrastructure. Here are some notable examples in various engineering fields:

  1. Mechanical Engineering:

– Innoson Vehicle Manufacturing Company: Based in Nnewi, Anambra State, Innoson produces various models of cars, buses, and trucks. They have successfully built indigenous capacity for vehicle manufacturing in Nigeria.

  1. Electrical Engineering:

– Avo Meter Nigeria Limited: This Lagos-based company specializes in the production of electrical testing and measuring equipment. They have developed indigenous electrical engineering solutions to cater to the local market.

  1. Solar Engineering:

– GVE Projects Limited: GVE Projects is a Nigerian company that specializes in the design, installation, and maintenance of solar power systems. They have successfully implemented solar solutions across various sectors, including rural electrification projects.

  1. Water Engineering:

– Water Borehole Technology Nigeria Limited: This indigenous engineering firm provides solutions in water exploration, borehole drilling, and water treatment. They have successfully executed projects across Nigeria, addressing water scarcity and providing clean water solutions.

  1. Software Development:

– Andela: Although originally founded by a Nigerian and American partnership, Andela has grown into a successful indigenous company that provides software development services. They have trained and employed local software developers, contributing to Nigeria’s growing tech ecosystem.

  1. Agriculture Engineering:

Springfield Agro Limited: Based in Lagos, Springfield Agro focuses on providing innovative solutions in agriculture, including machinery and equipment for farming and crop processing. They have played a significant role in improving agricultural productivity in Nigeria.

  1. Renewable Energy Engineering:

– Lumos Nigeria: Lumos provides solar-powered energy solutions to residences and small businesses through their Home Solar Systems. By leveraging solar energy, they offer reliable and affordable electricity to areas with limited access to the national grid.

  1. ICT & Telecommunications Engineering:

– Zinox Technologies Limited: Zinox is a leading Nigerian technology company that provides hardware, software, and telecommunications engineering solutions. They manufacture computer hardware and mobile devices, contributing to technology advancement in the country.

 

These are just a few examples of successful indigenous engineering solutions in various fields in Nigeria. These companies and initiatives have demonstrated remarkable achievements by leveraging local resources, skills, and technologies to address critical challenges and contribute to the development of the country.

By drawing inspiration from these success stories, we can replicate these efforts on a larger scale to tackle our infrastructure deficit.

Paper sub-theme 2: Promoting Indigenous Engineering Solutions in Nigeria: The Prospects, Opportunities, Challenges, and Way Forward

By focusing on developing and utilizing locally developed Engineering solutions, Nigeria can reduce its dependence on imports, create job opportunities, empower local industries, and address specific challenges and needs in the country. Below are the prospects, opportunities, challenges, and roadmap to accelerate and promote indigenous engineering solutions in the next 5–10 years in Nigeria.

5.0 Prospects and Opportunities:

  1. Economic growth: Indigenous Engineering solutions can spur economic growth by creating new opportunities for local industries, entrepreneurs, and professionals. This can lead to increased productivity, revenue generation, and overall economic development.
  2. Job creation: Promoting indigenous Engineering solutions can generate employment opportunities, particularly for local Engineers, technicians, and skilled labor. This can help reduce unemployment rates and improve livelihoods.
  3. Technological innovation: Indigenous Engineering solutions can foster technological innovation, research, and development. This can lead to the creation of new products, processes, and technologies that can be commercialized, exported, and contribute to overall technological advancement in the country.
  4. Local Demand: Nigeria has a large domestic market that presents numerous opportunities for the development and implementation of indigenous Engineering solutions. These solutions can be tailored to meet the specific needs of industries, communities, and government projects.
  5. Natural Resources: Nigeria is rich in natural resources, such as oil, gas, minerals, and renewable energy sources. Leveraging these resources through indigenous Engineering solutions can lead to economic growth and development.
  6. Sustainable Development: Indigenous Engineering solutions can contribute to sustainable development by addressing local environmental challenges, promoting renewable energy sources, and implementing efficient waste management systems.
  7. Skills Development: Promoting indigenous Engineering solutions can help develop a skilled workforce capable of designing, implementing, and maintaining these solutions. This can lead to the creation of a pool of highly skilled engineers who can contribute to various sectors of the economy.
  8. Customization and adaptability: Indigenous Engineering solutions have the advantage of being customised and adapted to local needs, conditions, and constraints. This enables the development of solutions that are better tailored to local contexts and can address specific challenges faced by Nigerian industries and communities.
  9. Collaboration with International Partners: International organisations and governments are increasingly interested in supporting indigenous Engineering solutions in developing countries. Collaborating with these partners can provide funding, expertise, and access to global markets.

6.0 Challenges:

  1. Limited investment in research and development: The lack of sufficient investment in research and development activities hinders the development of indigenous engineering solutions. Limited funding, infrastructure, and support systems make it difficult for Engineers and researchers to conduct innovative projects and bring ideas to fruition.
  2. Lack of awareness and recognition: Indigenous Engineering solutions may face a lack of awareness and recognition, both within Nigeria and internationally. This can hinder their acceptance, adoption, and marketability, as they may not be considered on par with mainstream imported technologies and solutions.
  3. Infrastructure Deficit: Nigeria faces significant infrastructure deficits, including unreliable power supply, insufficient transportation networks, and inadequate water and sanitation systems. Addressing these challenges through indigenous Engineering solutions requires substantial investment and coordination.
  4. Capacity Building: Building the technical capacity of Nigerian Engineers is crucial for developing and implementing indigenous Engineering solutions. However, there is a need for training, skill upgradation, and professional development opportunities to enhance the capabilities of engineers.
  5. Limited access to capital: Access to financing is a significant challenge for engineers and entrepreneurs working on indigenous Engineering solutions. Limited access to capital and a lack of venture capital resources make it difficult for them to scale up their projects and fully realize their potential.
  6. Regulatory and policy barriers: Certain regulations and policies may present barriers to the development and implementation of indigenous Engineering solutions. These barriers can include protectionist policies favouring imported technologies, a lack of clear standards and certifications for local solutions, bureaucracy, and red tape in government processes.

However, we must acknowledge that there are challenges in implementing indigenous Engineering solutions. With determination, resilience, and a collaborative effort between the NSE, stakeholders, and the government, these challenges can be overcome.

7.0 The way forward:

  1. Increased investment in research and development: To promote indigenous Engineering solutions, Nigeria needs to prioritize investment in research and development. This includes allocating adequate funding, establishing dedicated research centers, and providing support for engineers and researchers to conduct innovative projects and collaborations.
  2. Strengthening educational and training programmes: Enhancing Engineering education and training programmes will help equip engineers with the necessary skills and knowledge to develop and implement indigenous engineering solutions. This can be achieved through curriculum enhancements, practical training, and industry-academia partnerships.
  3. Collaborative partnerships: Foster collaborative partnerships between the government, industry stakeholders, research institutions, and Engineering associations. These partnerships can create a conducive environment for knowledge sharing, resource mobilization, and capacity building.
  4. Research and Development: Investment in research, development, and innovation is necessary to develop cutting-edge indigenous Engineering solutions. Establishing research and development centers and providing grants and financial support for research projects can foster innovation.
  5. Standardization and Certification: Establishing standards and certification systems for indigenous Engineering solutions can enhance their acceptance and reliability. Collaboration with relevant regulatory bodies is necessary to ensure compliance with national and international standards.
  6. Monitoring and Evaluation: Monitoring and evaluating the impact of indigenous Engineering solutions is crucial to tracking progress, identifying challenges, and improving the effectiveness of interventions. This can inform policy decisions and guide future investments.
  7. Supportive policies and regulations: Develop and implement policies and regulations that promote the use of indigenous Engineering solutions. This includes providing incentives and support for local engineering firms, streamlining bureaucratic processes, and fostering a business-friendly environment.
  8. Awareness and promotion: Raise awareness about the potential and benefits of indigenous Engineering solutions through media campaigns, public awareness programmes, and showcasing success stories. This will help change perceptions and increase acceptance of locally developed solutions.
  9. International collaboration: Foster collaboration with international engineering organizations, research institutions, and industry associations. This can provide access to global expertise, resources, and markets while also promoting Nigerian Engineering solutions on an international platform.
  10. Access to financing: Establish funding mechanisms, grants, and venture capital networks to support Engineers and entrepreneurs working on indigenous Engineering solutions. This can help bridge the financing gap and encourage innovation and entrepreneurship in the field of Engineering.

By addressing these challenges and following the suggested strategies, Nigeria can unlock the full potential of indigenous Engineering solutions and pave the way for sustainable growth and development in the country.

8.0 Paper sub-theme 3: Promoting Indigenous Engineering Solutions in Nigeria: My Personal Commitment and Contributions

As a practitioner and Engineering entrepreneur in Nigeria for the past 25 years and currently a political gladiator and member of the 10th National Assembly, I have always demonstrated my unflinching commitment to boosting economic growth through the promotion of local content in the Engineering sector.

  1. Under my leadership as the Chairman/CEO of STEP Development Limited, with my vision, expertise, and track record, our company operates  locally while creating internationally applauded infrastructure. We have shown that Nigerian Engineering firms can indeed deliver world-class and high-profile infrastructural projects. We successfully executed numerous civil and structural Engineering projects across Nigeria, such as the recent construction of the Oyingbo Bridge in Lagos, which has earned our company the reputation of being “The Julius Berger of Nigeria.” These projects have not only showcased the capabilities of Nigerian Engineers but have also contributed to the nation’s infrastructure development. By utilizing local Engineering expertise, we have effectively implemented cost-effective and sustainable solutions that meet the unique requirements of our country. If our company can do it, I strongly believe that all of us sitting here this afternoon can do the same, even better.
  2. Recognizing the importance of local expertise and talent, STEP Development Limited has consistently prioritized sourcing and developing Nigerian Engineers. By providing them with the necessary training and resources, we have aimed to create a competent and reliable workforce capable of implementing Engineering projects to international standards. Recently, we provided capacity building and training for numerous students, both from private and public universities, polytechnics, and colleges, during the recently constructed Oyingbo Bridge for the Lagos State Government.
  3. In the past 25 years of my Engineering entrepreneurship practices, I have served as a mentor and role model for young engineers, promoting the importance of ethical Engineering practices, professionalism, and continuous learning. I am glad to note with gratitude to God that through my business, I have trained, mentored, and empowered many young engineers to be trailblazing and successful engineering entrepreneurs in Nigeria today.
  4. Additionally, I have actively advocated for the adoption of homegrown technologies and materials in engineering projects. By collaborating with local manufacturers and suppliers, we have been able to reduce the country’s reliance on expensive foreign imports and create a market for indigenous engineering products. This has not only promoted local businesses but has also enhanced our self-sufficiency in the engineering sector.

9.0 PROMOTING INDIGENOUS ENGINEERING SOLUTIONS AS THE MEMBER OF THE 10TH HOUSE OF REPRESENTATIVES AND THE HOUSE COMMITTEE CHAIRMAN ON FERMA:

As you may be aware, by the grace of God, I am the House of Representatives Committee Chairman of the Federal Road Maintenance Agency (FERMA). Since my assumption of office in June 2023, I have had the opportunity to influence policies and initiatives that promote indigenous engineering solutions. I have taken bold steps to ensure proper promotion of indigenous solutions to the maintenance of bad and impassable roads in Nigeria by doing the following, among others:

  1. As the House Committee Chairman on Federal Road Maintenance (FERMA), working with my colleagues on my assumption as the chairman of the committee on FERMA, we have developed a 14-point legislative agenda to rebirth a new FERMA that is efficient, effective, and value-driven. The 14-point legislative agenda has provided a roadmap for repositioning, rebirthing, and reengineering FERMA for greater effectiveness and efficiency.
  2. Advocating and lobbying for increased funding and budgetary allocation to FERMA in 2024 and beyond is vital for improving road infrastructure across the country. As an engineering entrepreneur, I understand the importance of well-maintained roads for economic growth and am committed to ensuring that FERMA has the necessary resources to execute road maintenance projects efficiently.
  3. Advocate and promote transparency and accountability in the award of contracts and project execution in FERMA to ensure value for money and mitigate corruption in the road maintenance industry.
  4. Introduce and champion the ideas of using FERMA as a tool for actualizing President Bola Ahmed’s renewed hope agenda for youth employment, engagement, and empowerment (3Es Agenda) by ensuring that a certain percentage of engineering projects are awarded to indigenous engineering firms, especially young and competent engineers. By supporting policy and legislation, I have actively contributed to youth job creation, entrepreneurship development, local content engagement, and overall economic growth.
  5. Additionally, I advocate for, encourage, and will work closely with the FERMA Management team to prioritize the engagement of Nigerian engineers and contractors in road maintenance projects, which will invariably create employment opportunities and enhance the expertise of our local professionals.

10.0 In conclusion, I am passionate about seeing Nigerian engineers take over major infrastructural design and development in Nigeria, and I hope sharing my own personal commitment will inspire and spur all of us gathering here today to action and be at the vanguard of promoting indigenous engineering solutions in all spheres of our national development. It is time for us to unite and promote indigenous engineering solutions for the economic growth of our nation. Let us seize this opportunity to explore innovative ideas, collaborate across sectors, and create a roadmap that paves the way for a prosperous and sustainable Nigeria. Together, we can unleash the full potential of our nation’s engineering talents, achieve greatness, and secure a brighter future for all. Thank you for listening!
